The list is limited to PAL titles, though the editor's faves does include one game not released in Europe (Chrono Trigger). Can't really complain with the first nine, but Sim City though? Bleh. Should have been Super Punchout, or F-Zero or Super Castlevania IV.
I don't know, I think Sim City was a pretty good choice, I've always been able to have fun with it. But I think it probably should go, just because of all the systems Sim City's been on. It wasn't exclusive at all.
That said, were there no Final Fantasy titles released on the SNES in Europe? Because FF II or III would fit perfectly on that list somewhere.

But I agree in one respect: Actraiser is a really underrated game. The only guys that gave it the recognition it deserves was Gamespot (they did a "best games of all time" article on it).
Also, "best of" in a definite order suck. Nobody will be happy with it ever.
