Oblivion is a good one, it will take quite some time to complete so it is a good bang for your buck. If you are into FPS, I say look into COD2 as well
For arcade games I would say look at Geometry Wars and Cloning Clyde. These are just a few that I like. What are your tastes in gaming? Do you play pretty much everything or only stick to certain types of games?
The only 2 types of games i don't like are:
1 hack and slash
2 Traditional RPG's
Other than that...I like all types
You should avoid getting blazing angels for sure. The gameplay is pretty good but the voice acting is so bad that I'm about to trade it. Really horrible.
On the good side, definitely get Oblivion. I would also recommend Tomb Raider, though it is quite short. Kameo is also a good and cheap game to get.
Table Tennis. As lame as it might sound, it is really an awesome game. Especially when you get two people involved.
I just got an Xbox 360 and I love Fight Night Round 3, Kameo: Elements of Power, Ghost Recon: Advanced Warfighter and Tomb Raider Legends.

If so, Chromehounds and Ghost Recon will hold you for months.

...are worth buying. There might be some more games, but $60 is too much for most of them in my opinion. And I haven't played every game.
As for newer games, I haven't played Chromehounds yet. And Prey is much too short for a $60 purchase *Yes I really enjoy the game, I waited 10 damn years for it. PC ftw*
But yeah, Dead Rising in a few weeks. Awesome.

Those are all great games that have awesome Live functions. If you are willing to wait a few days, Dead Rising and Saints Row are due out this month. Those are going to be hits.
No one mentioned Burnout: Revenge?!
If you l ike arcade racers AT ALL, this is the one to get!
Great single player, and a blast on XBL.

PGR3 is the best 360 game I've played so far. PDZ, Prey and Kameo are also really good.
What about XBL marketplace downloads? Is there anything besides clyde and geometry wars? I know there's Smash TV that's co-op online enabled, but are there any others like that? Lumines Live is coming out soon, so is Street Fighter and later on UMK3. For games, there's Dead Rising (a shame it isn't online multiplayer) and 99 nights.

If you just bought a 360, you should imediately head over to Circuit City and pick up Kameo and Perfect Dark for $19.99 each. For $19.99 you can't go wrong, and it gives you a couple of titles to play. Kameo will be your action/adventure game, and Perfect Dark will be your FPS. The next thing you need to do is add Burnout Revenge, and I swore I saw Burnout somewhere for $24.99 on sale. I know some places have it for $29.99 if you really look around. Those 3 games would get you off to a great start.
Then jump on live and download some really cool demos like:
Lost Planet
Need For Speed Most Wanted
Call of Duty 2
and any other interesting demos. Pay $5 and get the Saint's Row demo at GameStop. Or get the newest OXM issue that has the Saint's Row demo as well as some other demos.
You can have a ton of content at your finger tips for very little money. Maybe add a rental plan from Blockbuster for just one month. It's only $14.99 for the first month, try it out for 30 days and sample tons of different 360 games, to see which ones you really like. Also keep in mind that Dead Rising will be out soon and Madden and Saints Row are coming in about 4 weeks.
I second what Anthony said. Perfect Dark is decent -- the single player is short, but it has good co-op and the deathmatch is decent. Kameo is short as well, but from what I've heard, it's decent. For $20 a pop, they're fantastic.
Burnout Revenge for $30 is a good buy as well. It's decently long, and while it gets old, it's always good to pop in and bash around for awhile.
Oblivion is an RPG like game, so I'd avoid that if you don't like RPGs.
Call of Duty 2 is one I'd avoid. Not only is it much cheaper on PC, but the game sucks. It just sucks, and it has zero replay value. None. Xbox Live play is standard deathmatch fare. Avoid, despite what other people are saying here. I doubt anyone who says this game is good is examining it closely.
Condemned was cool from what I've played, and you should be able to grab it for cheaply enough -- $30 or so bucks. It's worth a shot.
Avoid Full Auto, no matter how cheap you see it. The game is fun for 30 minutes, then quickly turns south into suckitude. Avoid.
Avoid Table Tennis. It's neat, but it's just too damn shallow for $40. And real ping-pong is much better. Not to mention that 2 player matches against friends will result in them becoming pissed off -- any skill gap will result in massive wins/shut-outs.
Avoid G.R.A.W. This game is the same Ghost Recon/tactical ops game that has been bandied about for years. It's a good Live game, but single player sucks. Grab it for $30, if you can find it.
PGR 3 is a good bet if you're a car nut/racing fan.
Hmm....I own most of the 360 library and if I was starting out again and could choose two titles regardless of price......
The first choice would be a toss up between either Call Of Duty 2, Gun or Tomb Raider Legend. Here's why. Welcome to the wonderful, awesome world of Achievement Points. They're a HUGE part of 360 ownership. These three titles are top quality, fun, highly replayable and give you an assload of Achievements by the time you are finished only one run through (with the default difficulty on CoD2).
If you like skate/snowboard games then get Amped3 for the reasons stated above. It's fun and funny. WAY different than anything you've ever seen before.
If you want a racer, the one that I would choose IF you've liked previous offerings, is Ridge Racer 6. If not, then Project Gotham will be okay. If you love car combat games, then Full Auto is hella fun and intensely challenging. Strangely, there are no rally games on the 360.
Condemned is stellar. It's absolutely brilliant in concept and execution. It's twisted.
Table Tennis is magnificent, a gotta-have game....but I'm going to agree that there isn't enough meat there for it to be a starter in your library.
Kameo is sadly the only platformer of it's type (where the hell is a Blinx game?)....but a gotta-have game, especially if you loved Rare's stuff on the N64.
Generally, the 360 is lacking in some obvious stuff (a Rallisport Challenge game as an example)....but what you have on the system so far is REALLY good.
I'll throw another one on the pile for GRAW. I personally loved the single player. Played through it twice in fact. Same for COD2. Those two titles are the must-own standouts of the system thus far.
PGR3 was fun, but got kinda dull doing the same races over and over again.
I thought Amped 3 was the bomb for single-player goodness. Sometimes I feel like the only person to like it, but if you like extreme sports games at all, then this one was a much under-appreciated title. The presentation alone made it worthy of at least a rental, if not a buy.
