if i angle the right side of the game cartridge about 1-3 mm higher, then it'll work. but if i even it out, it doesn't work. any suggestions?

Sounds like dirty connectors. Q-tip and rubbing alcohol on the cart connector and you'd also need to clean the connector in the Game gear. if that still doesn't work, you could have a couple bent pins inside.
