Ever since I was a child, I could not stand clowns. They're so damned creepy.
Anyways, Kid Klown and that Krazy Chase game for Snes was an extremely fun game, that I remember.
Does Pandemonium count? You can play as a Jester in it.
You mentioned Circus Charlie, but forgot Circus Caper for the NES. My friends hated that game because they didn't know you press up to go in tents and do mini-games. i said that to them.

Meanace Beach for NES has a clown enemy who floats on a balloon. Pinball Quest for NES as well, has a Circus themed machine with clowns in it.
Kid Klown also stars in The Bombing Islands on PSX.
Dark Tales: From the Lost Soul featured a "Clown Kid" in the first story, "Cat&Mouse". Basically, it was an amusement park feature... a gigantic clown head with a gun in its mouth.
Aero the Acro-Bat had clowns aplenty.
