Why isn't International Superstar Soccer Deluxe in the SNES US-releases section?

So, why aren't International Superstar Soccer and International Superstar Soccer Deluxe listed as SNES US-releases in the Online Rarity Guide?

It seems that there were far more of these sold in Mexico and South America than were sold in the U.S. but the research that I've done seems to indicate pretty clearly that they were in fact released in the U.S.
For example, here is a link to an eBay listing of a retail display card for the SNES International Superstar Soccer Deluxe.

Now, my research for Super Copa hasn't turned up anything definite yet, so I'd appreciate any information about it being released in the U.S. or definitely not being released in the U.S.
