Take an old kitchen cabinet (countertop style). They are the perfect height and width and hopefully you know someone renovating a kitchen.
Optional: Cut out and nail 2 sides to it to make it look like an arcade cabinet. (price depends on the type of wood). Don't install a top or back unless you have some type of heat exhaust fan. Buy an X-Arcade control panel with Xbox adapter (best value). Use an old TV for monitor, these are abundant these days with everyone switching to HD. Built-in stereo speakers is a big plus! Build a small wooden base for the monitor so it is higher than the controls. Wire it all up!
There you have a nice Mame arcade setup cheap!
